Interoperable Portals (IPs) are web sites with information content provided by entities also located outside the European Environment Agency (EEA). IPs are created using a Content Management System (CMS) called Naaya. You can learn more abut this CMS by reading the "Naaya administrator's manual".

IPs are granted upon submission and approval of an online application. Leaders must agree to the terms and conditions set out in the Terms of Service for Leaders.

The concept of interoperability was introduced at the EEA in 1999 with the adoption of the Zope platform to enable teams to collaborate in the creation and management of content and development of applications. With Zope a simple web browser is sufficient to create web pages, add images and documents, and Naaya was developed to make Zope even easier to use. The main Portals operating on Zope today are those listed in the central part of EnviroWindows homepage.
